The text mentions that financing could be more than the $100 billion per year already promised by 2020, coming from both public and private sources.

Countries would be required to communicate their emissions goals every five years, a process seen as crucial to implementing an agreement.

“How well governments are meeting their commitments, that’s always hard,” said Wirth (former U.S. Sen. Tim Wirth, vice chairman of the United Nations Foundation), who raised questions about how transparent emissions calculations will be and who watches nations. Every five years nations have to be prepared to tighten their commitments, he said, and then there’s the problem of enforcing the agreement.

In total, the new text still contains 231 square brackets, suggesting negotiators still have a long way to go to finalise the agreement before the close of the Paris Summit in December.
